GOBIERNO ESTUDIANTIL: Un ejemplo de Democracia y Gobernabilidad en las Instituciones Educativas (Parte III)

 

En la primera parte de esta serie que empezó sus publicaciones para el mes de las elecciones del Congreso en Colombia, un exalumno de la Metodología Escuela Nueva Activa nos contó su experiencia en el Gobierno Estudiantil (GE) y qué significó para él su paso por el Concejo, Asamblea y Senado en un programa desarrollado a nivel municipal, departamental y nacional. En la Segunda publicación -en las elecciones presidenciales de Colombia- les conté en qué consiste el GE y en breves palabras dijimos que son 6 fases las que en nuestras instituciones este organismo de participación abarca. En este mes que se ha posesionado un nuevo presidente para nuestro país voy a contarles de las últimas 3 fases ya que en la anterior publicación solo me refería a 3.

Recordemos cuáles son las 6 fases: Fundamentación, Motivación, Inscripción, Campaña, Elección y Evaluación.

Campaña: Este proceso se convierte en una experiencia divertida, cada candidato acondiciona sus planes de trabajo basado en las necesidades que percibe en su comunidad educativa.

Recuerdo que en la casa de un chico que llamábamos el Mono, después de mi paso como Secretaria por un año del Gobierno Estudiantil y repetidas ocasiones como Representante Estudiantil ante el Concejo Directivo de la Institución en reuniones que denominábamos extraordinarias, (cuando lo decía me sentía grande) armamos el Plan de Gobierno. Nuestro compañero buscaba ser elegido junto a sus colegas que conformaban una plancha, como Líder del GE, vivía en otra vereda algo distante de mi casa pero allí nos sentábamos todos juntos a elaborar un Plan de Gobierno que se convertía en el pilar fundamental en la decisión del elector.

Nuestra institución a diferencia de otras tiene los 12 grados (con transición) juntos y además es mixto, esto exige que ese Plan de Gobierno debía ser incluyente con todos los estamentos de nuestra Comunidad Educativa. Las “reuniones extraordinarias” se centraban en la discusión de las problemáticas que todos identificábamos pero cada uno tenía su manera de resolverlas, era gracias a ese motivo que la noche nos abrazaba y era ella misma la que nos mandaba para la casa.

 

Todos usan distintas maneras de hacer campaña: algunos pegan carteles, pasan por los salones dando a conocer sus Planes de Gobierno, en espacios abiertos por las directivas de la institución contaban a  todos, sus potenciales votantes de sus intenciones si llegaran a hacer parte del GE.

Elección: Después de una o dos semanas de campaña los candidatos han debido convencer y concientizar a todos o al menos la gran mayoría  de que su propuesta es la mejor y que debe ser elegida.

Todo está listo: las mesas de votación, los sufragios, los votantes y los candidatos esperan los resultados que solo conocerán al final del día en una Jornada Electoral que clausurará con la Posesión del Gobierno Estudiantil y la elección de los Comités que asociábamos como los Ministerios que tiene el Gobierno Nacional. Estos comités se conformaban según las necesidades que se identificaban en la Institución.

Cada elector debe tener claro quién es su candidato o Plancha (Según el mecanismo que use cada institución) preferida, cuál es su logotipo para el caso de los niños de transición por el cual votarán. Los sufragios están en la urna y los jurados empiezan a contar los votos y no pasado mucho tiempo dan un ganador, el discurso ahora no es del candidato sino de un GE electo.

Evaluación: Han pasado seis meses, la mitad del período para el que los integrantes del GE han sido elegidos y empiezan a abrirse espacios para evaluar como  ha sido el aporte de soluciones a las necesidades que al inicio identificaron y de las que nació el Plan de Gobierno.

De los recuerdos más palpables que tengo fue la formación de otros comités distintos a los que el día de elecciones se había escogido; estos comités “auxiliares” buscaban fortalecer cada una de las capacidades que tienen los estudiantes por lo que formamos equipos de baile, teatro, etc. y estos apoyaban las izadas de bandera y los actos culturales, vivimos días del maestro que celebraba el GE en una izada de bandera que nosotros mismos dirigíamos, días del estudiante,… ¿Cómo olvidar una experiencia de tal magnitud?

Ah!, se me olvidaba contarles que el día de elecciones se elegía el Concejo de Estudiantes conformado por un representante de cada grado que es muy similar al Congreso de la República.

Un día el GE en un estudio profundo del Manual de Convivencia de los Estudiantes que es similar a la Constitución Política de Colombia, se encontró con la necesidad de sugerir un cambio respecto al uniforme porque creíamos que para una zona rural y algo cálida no era el más adecuado. El concejo de estudiantes apoyó nuestra objeción después de algunas reuniones y como el proyecto suponía un cambio que involucraba a Padres de Familia y chocaba directamente con la identidad de la institución, se pasó a la  máxima autoridad del colegio, el Consejo Directivo; allí tenemos representación de los Padres de Familia por cada grado, los estudiantes, exalumnos, docentes, y después de sucesivas reuniones logramos el cambio de uniforme y el Manual o Pacto de Convivencia tuvo una modificación gracias a la necesidad visible entre la comunidad educativa y aun mecanismo como el GE.

Es muy particular que cuando llegaban visitas al Colegio (muchas veces eran extranjeros), quienes los recibían no eran los maestros; allí en la entrada la rectora y el GE los esperaban para darle la bienvenida y se encargaban de llevarlos por todos los salones para que los compañeros del Gobierno de Aula hablaran de sus procesos.

De esta manera concluimos la serie que habíamos empezado hace algunos meses, mencionando que es mucho lo que habría que contar pero en definitiva no alcanzamos a cubrir todas las experiencias en esta publicación; he tratado en cortas palabras de contar algunas de esas vivencias extraordinarias junto al GE. Extraordinarias porque marcan la vida de uno… porque desde allí aprendemos a vivir y a apreciar la democracia, a optar por participar y opinar, por involucrarnos en las transformaciones de nuestro entorno.
